LEADERSHIP AND LIVED EXPERIENCE
Roger W. Upchurch brings a unique perspective to justice reform and reentry services through his personal experience navigating the federal prison system and successful reintegration into society. After building a successful career as a custom home builder and mortgage broker for over 35 years, Roger faced federal charges and served two and a half years at Ashland Kentucky Federal Prison Camp, followed by home confinement until March 2021.
During his incarceration, Roger witnessed firsthand the challenges facing individuals preparing for reentry—lack of transportation, limited access to resources, and systemic barriers that make successful reintegration extraordinarily difficult. He also observed the particular struggles of veterans within the system who had served their country yet found themselves without adequate support during their most vulnerable moments.
This lived experience provides Roger with authentic understanding of the challenges our clients face and credibility within the justice-involved community that cannot be replicated through academic study or professional training alone. According to the Indiana Department of Correction, Indiana's recidivism rate is 38.2% for both people facing a new conviction or violating parole, with recent data showing that 29.3% of individuals released in 2019 returned to the IDOC for the commission of a new crime by 2022. Indiana has an incarceration rate of 721 per 100,000 people, meaning that it locks up a higher percentage of its people than any independent democratic country on earth.

The reentry process exposes fundamental gaps in our community's support systems. Individuals leaving incarceration often face immediate homelessness, unemployment, and social isolation at the precise moment when stability and support are most crucial for successful reintegration. Veterans experiencing these challenges carry the additional burden of having served their country while struggling to access the support they earned through their service.
The cycle of disadvantage perpetuates across generations. Children of incarcerated parents are five times more likely to be incarcerated themselves, creating intergenerational patterns of system involvement. Without targeted intervention addressing both practical needs and underlying trauma, these patterns continue indefinitely.
More than 5 million children across the United States have had a parent in jail or prison at some point in their lives. The incarceration of a parent can have as much impact on a child's well-being as abuse or domestic violence, yet while states spend heavily on corrections, few resources exist to support these children and their families. Research indicates that as many as one in 28 children—roughly one child per school classroom—have a parent who is incarcerated, making this a crisis that touches nearly every community and school system.

While Cars 4 Heroes handles the technical aspects of vehicle acquisition and refurbishment, Rescue Success identifies recipients, provides wraparound support services, and ensures successful vehicle utilization.
Our collaborative process begins with Rescue Success identifying and screening potential vehicle recipients based on need and readiness. Cars 4 Heroes accepts donated vehicles and manages professional mechanical refurbishment while joint coordination ensures complete safety and reliability inspections. Rescue Success provides follow-up support to ensure recipients can maintain their vehicles and connects them to affordable insurance and maintenance resources.
The transformative power of vehicle ownership cannot be overstated for individuals in transition. A reliable vehicle enables employment stability, consistent healthcare access, family reunification, and full participation in required programming. For veterans specifically, transportation often determines whether they can access VA services, maintain employment, and rebuild their civilian lives successfully. Pre-incarceration consultation and preparation represents a unique service drawing from Roger's lived experience. Long-term Goals
Rescue Success aims to partner with Cars 4 Heroes to provide reliable vehicles annually to veterans and other individuals whose transportation barriers prevent successful reintegration and stability. We will expand our emergency assistance and consultation services to reach 200+ individuals annually facing immediate crises that threaten their stability and recovery, while hosting multiple major community benefit events annually that engage hundreds of community members in supporting reentry and recovery while raising awareness about these critical issues.
Our commitment to systemic change includes developing and launching advocacy initiatives that address policy barriers to successful reintegration while building community understanding of the challenges faced by justice-involved individuals. We will create comprehensive documentation of our service model to support replication in other communities facing similar challenges.
Specifically for children and families, we will serve 50+ children through specialized support programming while maintaining family connections for 100+ families during incarceration periods. Our goal is to prevent housing displacement for 85% of families we serve while achieving 70% successful family reunification rates post-release.

Phase 1: Foundation Strengthening (2025)

MONTHLY SUSTAINER PROGRAM
The $100 monthly Heroes Circle supports emergency relief and crisis intervention serving 3-4 families annually while including annual concert tickets, VIP parking, and recognition plaque. Our $50 monthly Second Chance Society provides direct assistance materials and transportation help serving 2 families annually while including concert tickets, quarterly impact updates, and recognition in materials.
The $25 monthly Recovery Allies supports basic necessities and consultation services serving 1 family annually while including event discounts, newsletter, and website recognition. Our $15 monthly Community Champions supports program advocacy efforts while including newsletter, social media recognition, and event notifications.
ENHANCED FAMILY SUPPORT GIVING LEVELS
Our $100 monthly Champions for Children funds comprehensive support for one child through an entire family crisis, including support group participation, educational assistance, and family communication support. The $50 monthly Family Stability Circle provides emergency assistance and family communication support that keeps families connected during challenging periods.
The $2,500 Family Resilience Sponsor supports comprehensive family programming for five families while providing recognition in family programming materials and annual impact reports featuring family success stories. Our $5,000 Children's Champion funds complete children's programming for one year while including VIP recognition at all events, invitation to meet with participating families, and dedicated impact reporting on children's outcomes.
SPECIAL EVENT OPPORTUNITIES
Annual golf tournament sponsorships include title sponsor ($3,000) with logo on all materials, foursome included, and awards ceremony recognition. Hole sponsor ($500) provides signage at tee box and recognition in tournament materials, while foursome packages ($400) include four golfers, lunch, and tournament gifts.
Concert series partnerships include presenting sponsor ($2,000) with logo in all concert promotion and VIP seating for 8, supporting sponsor ($750) with program recognition and VIP seating for 4, and community sponsor ($250) with website and social media recognition.
IN-KIND DONATION OPPORTUNITIES
We welcome partners who can contribute professional services including legal, accounting, and medical expertise, event venue donations, transportation services, office supplies and equipment, and food and refreshments for events. Vehicle donations for refurbishment and distribution create immediate impact while employment opportunities for program participants build long-term stability.

For over two decades, Cars 4 Heroes has provided free, reliable transportation to Veterans, First Responders, and their families in need.
Transportation is often the missing link between survival and stability. Without a car, Veterans can’t get to work, access medical care, or provide for their families. Cars 4 Heroes bridges this gap by repairing donated vehicles and giving them directly to those who have served our country and communities.
We present vehicles to recipients at impactful events such as: Concerts, Car Show, Golf Outings. We also work with the American Legions, VFW's and other Veteran organizations to give the cars away and help in any way we can.
